HRSA/HAB Category Definition:
|
Medical nutrition therapy including nutritional supplements is provided by a licensed registered dietitian outside of a primary care visit. The provision of food, nutritional services and supplements may be provided pursuant to a physician's recommendation and a nutritional plan developed by a licensed, registered dietician.
Nutritional services and nutritional supplements not provided by a licensed, registered dietitian shall be considered a support service. Food not provided pursuant to a physician's recommendation and a nutritional plan developed by a licensed, registered dietitian also shall be considered a support service.

Clarifications
The following definition clarification is a result of a conference call involving representatives of the grantee (BCHD), Greater Baltimore HIV Health Services Planning Council (PC), PC support office (IGS) and HRSA on May 28, 2008:
Planning council should set allocations for medical nutritional professional services separate from allocations for medical nutritional supplements, each funded within same category.
The following clarification was distributed by HRSA on April 8, 2010 (HRSA 2010a):
Medical Nutrition Therapy Services including nutritional supplements provided by a licensed registered dietitian outside of a primary care visit is an allowable core medical service under the Ryan White HIV/AIDS Program. The provision of food may be provided pursuant to a physician’s recommendation and a nutritional plan developed by a licensed, registered dietitian.
Nutritional services and nutritional supplements not provided by a licensed, registered dietitian shall be considered a support service under the Ryan White HIV/AIDS Program. Food not provided pursuant to a physician’s recommendation and a nutritional plan developed by a licensed, registered dietitian also shall be considered a support service.
History
Medical nutrition therapy category was renamed and the definition reworded in 2007 when it became a core medical service. In the past the EMA funded nutritional counseling for several years as a support service; it is now funded under the new name.
