Outreach Services
HRSA/HAB Category Definition:
Outreach services are programs that have as their principal purpose identification of people with unknown HIV disease or those who know their status (i.e., case finding) so that they may become aware of and may be enrolled in care and treatment services. Outreach services do not include HIV counseling and testing or HIV-prevention education. These services may target high-risk communities or individuals. Outreach programs must be planned and delivered in coordination with local HIV prevention outreach programs to avoid duplication of effort; be targeted to populations known through local epidemiologic data to be at disproportionate risk for HIV infection; be conducted at times and in places where there is a high probability that individuals with HIV infection will be reached; and be designed with quantified program reporting that will accommodate local effectiveness evaluation.

Category Notes:
The following definition clarifications are a result of a conference call involving representatives of the grantee (BCHD), Greater Baltimore HIV Health Services Planning Council (PC), PC support office (IGS) and HRSA on May 28, 2008.

• Outreach services funded by Ryan White are not for prevention. However, activities funded by the Centers for Disease Control and Prevention and Ryan White programs often meet in a gray area.

• The main focus of outreach funded by Ryan White Part A is to reach people who are HIV-positive.

History
The outreach services definition has been revised from 2004, but the general services remain the same.

The Baltimore EMA interpreted outreach to be an effective early intervention service and moved the service contracts and funds into the core-medical service category in 2007. During a site visit in April 2008, HRSA advised the EMA that this was not the case and mandated that outreach activities and contracts being funded as core-medical services under early intervention services be moved to the outreach support service.

Current Directives
Ongoing 2006: Target zip code areas 21205, 21207, 21215, 21216, and 21217 for specialized interventions. Focus on collaboration between RW funded programs and indigenous organizations in these zip codes. HRSA chart demonstrated that all zip codes are met (IGS 2011a).

Ratified on July 12, 2006: The administrative agent/grantee will ensure that Title I outreach programs have the resource information to make the appropriate referrals of these youth to Title IV programs for primary medical care (IGS 2011a).

Ratified October 16, 2007: The administrative agent will divide the allocation according to the percentage of those subset activities based on the service utilization percentage of each sub activity. The administrative agent will report out by total category performance and expenditure and by each subset performance and expenditure (IGS 2011a).

Ratified on November 3, 2008: All efforts to improve outreach will be reported to the planning council after the request for proposal (RFP) process is complete (IGS 2011a).
