Early Intervention Services
HRSA/HAB Category Definition:
Early intervention services for Part A and B include counseling individuals with respect to HIV/AIDS; testing (including tests to confirm the presence of the disease, tests to diagnose the extent of immune deficiency, and tests to provide information on appropriate therapeutic measures); referrals; other clinical and diagnostic services regarding HIV/AIDS; periodic medical evaluations for individuals with HIV/AIDS; and provision of therapeutic measures.

History

The planning council funded Part A early intervention services (EIS) primary medical care, EIS housing, EIS client advocacy and EIS legal services activities through May 2008.

In March 2008, HRSA released new service definitions for Ryan White Part A-allowable core medical and support services.

In April 2008, HRSA required of the planning council to shift EIS-funded service activities and allocations into the most appropriate core medical and support services as outlined by new HRSA definitions and the core medical provision (where at least 75 percent of total allocation is allocated to core medical services).

In May 2008, the planning council shifted EIS primary medical care activities and allocations into the Outpatient Ambulatory Health Services Primary Medical Care category under core medical services. EIS outreach activities and monies were shifted to the Outreach Services service category under support services. EIS client advocacy activities and monies were shifted into the Case Management, Non-medical support service category. EIS legal services and monies were moved into the Legal Services service category under support services.

The planning council has continued to prioritize early intervention services but has not allocated funding to it since FY 2008.
