Oral health care includes diagnostic, preventive, and therapeutic services provided by general dental practitioners, dental specialists, dental hygienists and auxiliaries, and other trained primary care providers.

Clarifications
The following definition clarifications are a result of a conference call involving representatives of the grantee (BCHD), Greater Baltimore HIV Health Services Planning Council (PC), PC support office (IGS) and HRSA on May 28, 2008 (IGS 2008a).
• HRSA suggests careful watch on denture expenditures as this could be an area of abuse.
• PC should breakout allocations for various oral health procedures and for dentures.
History
Oral health is funded in the Baltimore EMA. The definition for the oral health category has not changed since 2004.
Current Directives
Ongoing 2006: The administrative agent should expand the number of providers or the capacity of existing providers (IGS 2011a).
Ongoing 2006: The administrative agent is to report on the actual services/procedures provided by Ryan White Title I and the average cost of these services. The administrative agent will report on actual procedures/services and average costs (IGS 2011a).
Ratified on October 16, 2007: Include the use of vouchers in addition to eligible dentists (IGS 2011a).
