Category clearly performed in excess in bed nights. Outreach has high impact on bed night utilization. PC should consider when planning for this category.

FY 2007 was a transition year for new legislation and administrative entity
Unmet Need:
Low-income housing is diffult to find in the EMA. People utilize temporary housing programs such as RW for longer periods of time.
